The platform

A decision layer that reads context and writes evidence.

Between customer moments and operator authority. HeuriTel reads what your BSS, OCS, CRM and consent systems already know, proposes one permitted action — or none — and writes the evidence. Your systems stay the record. Your people keep the authority.

Customer moments on the left, HeuriTel in the middle, the operator’s systems of record on the right; HeuriTel proposes, the source system confirmsCUSTOMER MOMENTSRecharge stopsCare contactPack chosenAPI requestHEURITELRead contextCheck limits and consentPropose one action, or noneRoute to the authorityWrite the evidenceSYSTEMS OF RECORDCharging · OCSCRM · care deskConsent registerNetwork · API gatewaySolid: proposed. How a decision is governed

No action is just an AI suggestion.

Every recommendation walks the same seven steps. Four of them can stop it. The one that executes is never HeuriTel’s.

The same sequence runs in every workbench, on every offer, and is what the evidence record replays.

  1. Something happens, from a named source

Subscriber movement, recharge, care, channel, product or service state — read from the system that owns it, never re-entered.

    SignalYour systems
SignalA relevant customer, commercial or operational event that may deserve a response.Decision relevanceIt prevents journeys from starting with a campaign calendar instead of a real need.Authoritative basisOperator events, approved partner events or a named human request. The source system owns this stage.Required actionVerify the event is fresh, attributable and useful enough to evaluate.
  2. Safe options are ranked, including no action

Opportunity, price, journey, partner route, AI route — or an explicit no-action recommendation, with the reason.

    OptionsHeuriTel
OptionsThe controlled step that ranks an action, its alternatives and no action.Decision relevanceA recommendation must explain why it is suitable, not merely display a score. Ranking is not execution.Authoritative basisApproved models, rules and the minimum permitted context for this use case. HeuriTel owns this stage.Required actionInspect the rationale, alternatives, confidence and model or rule version.
  3. Permission and limits are checked

Consent, spend, entitlement, service state, human approval and commercial thresholds.

Stops when a limit is reached, consent is missing, or the service state says otherwise. A stop produces a reason, not silence.

    LimitsOperator policy
LimitsThe checks that decide whether the proposed action is allowed to continue.Decision relevanceConsent, affordability, policy, risk or missing authority can make a useful idea unsafe. A stop here produces a reason, not silence.Authoritative basisSystems of record, market policy, commercial limits and maker-checker rules. Operator policy owns this stage.Required actionProceed, route for review or stop with an explicit reason and recovery path.
  4. The system that decides, decides

USSD, app, agent, SMS, partner, merchant, employer or AI provider — execution by whoever holds the right, with a second person wherever your policy asks for one.

Stops when the approver refuses, or the maker tries to approve their own work.

    AuthorityThe system of record
AuthorityThe charge, entitlement or fulfilment performed by the system that holds the right to perform it.Decision relevanceA recommendation is not an execution, and a successful debit is not a delivered service.Authoritative basisOperator charging, entitlement and provisioning systems, or a contracted partner. The system of record owns this stage.Required actionWait for external confirmation before claiming success, and keep the three states separate.
  5. The outcome is compared to what would have happened anyway

The declared outcome unit, its cost, and the held-out comparator it is measured against.

    ResultMeasurement
ResultThe declared outcome unit, its cost and the comparator it was measured against.Decision relevanceCommercial value cannot be proved from clicks or observed revenue alone; observed is not incremental.Authoritative basisChannel events, charging, fulfilment, finance and experiment assignment. Measurement owns this stage.Required actionReconcile the state and compare the result with the approved baseline or holdout.
  6. A replayable receipt is written

Assignment, execution, receipt, cost, exception, remedy and incrementality — reopenable as stored, never recomputed.

Stops when the source system has not confirmed. Then there is no receipt, and the gap is on the record.

    ProofEvidence
ProofA replayable receipt linking the source, rule, actor, approval, transaction, outcome and any remedy.Decision relevanceOperators and partners need to answer what happened, who allowed it and how it was put right.Authoritative basisAppend-only references from the systems that participated in the journey. Evidence and audit own this stage.Required actionExport the permitted view, investigate an exception or close the outcome with proof.
Three capabilities, one grammar

The layer’s three capabilities, shown at work.

Opportunity intelligence

Find value movement across recharge, product, care and service context without turning every observation into an action.

SUB-NBA-0001Loyalty call with tailored plan35 % × 900 − 150 = 165

Governed orchestration

Route each moment through policy, consent, entitlement, commercial and human authority gates before activation — the seven steps above, as code.

Evidence operations

Keep assignment, execution, receipts, exceptions and remedies attached to the outcome trace, so an approval can be replayed a year later.

What stays where

The operator keeps authority. HeuriTel changes the speed and quality of decisions.

Stays in your systems

  • Billing, entitlement, service and consent state — read through governed adapters, never copied into a new system of record
  • Execution: USSD, app, SMS, agent, partner and merchant channels keep the same decision grammar
  • The approval itself, by your named people, under your policy

HeuriTel adds

  • One ranked, permitted action per moment — with no action as a first-class answer
  • Reasons, commercial constraints and the no-action path packaged with every proposal
  • The evidence record: replayable, tenant-scoped, version-pinned
  • 10 offers composed from 16 governed products; none holds an entitlement of its own — the products

Every demonstration runs on demonstration data today, and each page names its own level. Levels and gates mean the same thing everywhere: Level 2 of 5 is a journey running end to end on demonstration data; Level 3 begins with an operator’s agreement.
